  1. The Farmersville Police Department will thoroughly and expeditiously investigate all complaints brought to our attention. This cover letter will help explain the procedure for the filing of citizen's complaints and the investigative process involved. 

    How Do I File a Complaint?

    If you wish to file a formal complaint, it will be necessary for you to complete and sign a Personnel Complaint Form at the Farmersville Police Department. However, those complaints made by telephone, anonymously or by mail will be investigated to the best of our ability. All information will be treated confidentially by the Farmersville Police Department. A parent or guardians signature is required on any complaint filed by a person who is less than 18 years of age.

    How is the Complaint Handled?

    All complaints of misconduct will be referred to the Office of the Chief of Police, During nighttime hours, weekends or holidays a Sergeant or Commander will receive all personnel complaints. Ifafter a discussion of the problem, you with to make a formal complaint the Sergeant or Commander receiving the complaint will assist you by formalizing the complaint in writing. Please ensure the complaint form is completely filled out and signed, prior to filing your complaint. After the necessary information and complaint is filled out, the assisting Sergeant or Commander will provide you with a copy of your signed complaint form. The complaint will then be referred to the Office of the Chief of Police and to the investigator(s) assigned. 

    What Happens After The Complaint Is Turned In?

    The investigator(s) assigned to your complaint will talk to you as part of the investigation. The investigator(s) will also talk to any witnesses or involved parties listed in the complaint. The investigator(s) will examine any relevant evidence and gather information which is pertinent to each allegation. The investigator(s) will then complete a report and forward that report to the Office of the Chief of Police. Once the investigation is complete, the Chief of Police will review the report(s) and make a termination of the allegation(s) of the complaint. After the Chief of Police makes the determination, you will be notified in writing of the findings. 

    Conclusion

    The Farmersville Police Department will exert every effort to reveal the truth of each situation. There may be instances where you feel the investigation has not been conducted properly or to your satisfaction.     6. You may return the complaint form by mail or have someone else return it for you. Please be sure the complaint form is signed before being returned. 

    7. Once the complaint form is received, it is processed by the assigned personnel from the office of the Chief of Police. The person(s) assigned to investigate your complaint, may have the need to make direct contact with you. Following this process, your complaint will be investigated and forwarded to the Office of the Chief of Police. 

    8. You will be notified by mail of the finding of your complaint. 

  3. You have the right to make a complaint against a Police Officer for any improper Police Conduct. California law requires this agency to have a procedure to investigate citizens' complaints. You have a right to a written description of this procedure. This Agency may find after investigation that there is not enough evidence to warrant action on your complaint; even if that is the case, you have the right to make the complaint and have it investigated if you believe an Officer behaved improperly. Citizen complaints and any report or findings relating to complaints must be retained by this agency for at least five years.
